WASHINGTON — President Obama's plan to shutter the plutonium recycling project in South Carolina is getting a mixed reception in Congress, where a key Senate committee appears receptive to the spending cut but the House is considering a plan to keep construction going.

After an extensive application process, the candidates were interviewed by an independent panel, whose members include retired military officers, ROTC leaders, and academy alumni from the Second Congressional District.

Steve Cohen (D-TN) introduced The Promise Zone Job Creation Act to create new tax credits to incentivize the hiring of residents of federally-designated Promise Zones. It would also encourage new investments to bring property, equipment, or software to these hard-hit communities.
