Washington, D.C. – U.S. Representatives Joe Wilson (R-SC), Steve Cohen (D-TN), Richard Hudson (R-NC), and Marc Veasey (D-TX), introduced the Holding Accountable Russian Mercenaries (HARM) Act, bipartisan legislation that would require the Secretary of State to designate the Russian-based PMC Wagner Group as a foreign terrorist organization (FTO). A companion measure led by Senators Roger Wicker (R-MS), and Ben Cardin (D-MD), was also introduced in the U.S.
