"President Trump has taken yet another bold step towards deterring Russian aggression and strengthening American security by withdrawing from the Open Skies Treaty. An international agreement of any kind is only as good as its implementation. But President Putin has been exploiting U.S. compliance with international agreements to his own ends, while Russia openly flouts its commitments.
